It was a few minutes past four o'clock when a sudden disturbance in Grand street made the boys tumble over the rails with the agility of acrobats, and brought the occupants of every house whence a view of the prison could be obtained to the doors and windows. In an incredibly short time Ludlow street was crowded, but quickly as the multitude assembled, it was not quick enough to impede the progress of several closed carriages that were driven rapidly to the prison entrance. "There he is," "That's the Boss," was shouted by men who did not know Tweed even by sight, and were fated not to see him now, for while scuffling aud struggling to get close to the carnages, the returned wanderer was hurried up the steps and into the prison, surrounded by officers and attendants, and invisible to the multitude. The boarders at Ludlow street jail crowded the reception-room or office of that institution soon after information was received that the Franklin had arrived, and all were glad.

Jailer Watson and his deputies occasionally smiled, but they were generally fidgety and nervous. The room that had been prepared for Tweed is in the southeast corner of the jail, and is separated from that formerly occupied by Iiim by the reception parlor. It is about fifteen feet by eight, and has a window overlooking a garden on the east side. Its furniture is a low three-quarter bedstead, a little stand with washing utensils, anel a single chair. There are closets in the There are neither pictures nor ornaments, and the carpet on the floor is much worn.

It is the intention of rthe warden to send Tweed to this room, and it is thought unlikely that the prisoner will care to go into the reception-room or office at any time. As the coach stopped in front of the jail, Order of Arrest Clerk Major H. Quincey and Deputy Sheriff McGonigle sprang to the door, and a muscular doorkeeper bowed them in. Major Quincey carried a carpet bag, and Deputy Sheriff McGonigle tripped about with a great, nnwieldly bundle of white blankets. Everybody said, Tweed's baggage," and stared at the blankets and the bag.

Major Quincey and Deputy Sheriff McGonigle entered tho hallway leading to Tweed's room, and soon afterward returned to the office, accompanied by Under Sheriff Cummings and the jailer. Then Messrs. Quincey, McGonigle and Cummings went out into the street, entered their carriage, and were taken in the direction of the sheriff's office. Tweed was already in his room. As he entered it he said to Mr.

Watson: Well, I thought I'd come back to you ugain." As soon as he entered bis room he set about making himself as comfortable as possible. Prince Gortsohakoffs note, an outline of which is given in the telegrams, is important a exhibiting what great difficulties are in the way ot a satisfactory adjustment of the main issue between Russia on the one hand and England and Turkey on the other. In the light of this note and the English instructions to the marquis of Salisbury it may well be thought that the ambassadors at Constantinople, if they ever get past the preliminary obstacles to the conference, will encounter at the outsit of their deliberations a problem that negotiation cannot solve. Turkey, it should be remembered, resolutely takes tho position that consent will cot be given, in any circumstances, to the military occupation of Turkish territory by any power whatever. In this, though it cannot precisely be said that the sultan is supported by England, yet England's position is so much nearer to that taken by Turkey than to the ground of the Russians that, if the ministry shall in any contingency be compelled to choose between these two, there can scarcely be any doubt that the sultan will in this point receive England's support In the glimpse given of the instructions of the marquis of Salisbury the one point is made definite that ho is to secure the best terms for the Christians in Turkey that may be possible without infringement upon the territorial integrity of tho Ottoman empire.

Hero it is clear enough that the fact esteemed of most moment the faot to whioh the welfare of the oppressed rayahs is secondary and subordinate is the "territorial integrity. That the sultan's realm shall remain intact is the first solicitude of England. If she can aid the Christians, very well; but she must aid them subject to the condition that her doing it does not imperil the limits of the Ottoman empire, or she will not aid them at all. Russian diplomacy takes a precisely opposite view to that taken in England. As England is for Turkish integrity in any event, and the support of the Christians if possible, the Russians are for the rescue and support of the Christians as a first duty, with as much respect for the territorial integrity as may be consistent with the full discharge of that primary obligation.

Thus Prince Gorts-chakoff holdsthat it is necessary "to subordinate the integrity of Tarkey to the guarantees which are demanded by the interests of humanity and the peace of Europe." In other words, Turkey's assent to reforms in her administration must imperatively be given; but because of her notorious bad faith her consent is not enough and guarantees must be exacted. No guaiantee is effective but foreign control of the whole subject under protection of foreign soldiery quattered in the sultan's country. If such an occupation is regarded as impairing tho territorial integrity so innch the worse for the said integrity, for wo must insist upon the occupation. This is Russia's position as demonstrated her official declarations. Eugland and Russia will, therefore, enter the conference if thero is any conference with views diametric Ally opposed on the only important points to be considered, and each, from all appearance, equally resolute for its own view ami indisposed to compromise.

A strange and shocking accident occurred at the upper rolling mill of the Lackawanna iron and coal company, in Soranton, by which an old workman named Patrick McNally was torn. to pieces by a massive flywheel that was revolving with lightning-like rapidity.

1 1 was in the dim twilight of dawn when tho horrible affair occurred, and McNally, who had occasion to go from ono portion of the works to another where be had to pass close by the wheel, doubtless did not see it owing to its swift motion and the fact that he was near-sighted, and so he walked right into' it, and in nn instant his mutilated body was hurled in fragments about the mill, among the bewildered workmen. Tho sight of an arm or a leg descending among those who did not see the accident thrilled them with fear and wonder. The shocking affair soon became known, and when the terrible wheel stood still its appearance told a fearful story. The trunk of tho old man's body lay beside the pit, and the difficult task of collecting his scattered remains was entered upon. The head was missing and nowhere to bo found nn til after several hours, when it was rtual'y discovered iu the pit beneath tho McNally was over sixty years of rige, and leaves a wife and chiid to mourn bis fearful fate.

The result of the canvassing of the votes in South Carolina gives tho Hayes electors the vote by majorities ranging from 230 to 1.133. The smallest vote for Bepublioan electors was 91,136, and the highest vote for Democratic electors was 90,906.
