Macdonald said it was his understanding that Sloma had been on patrol by himself at the time of the incident. The mayor had not seen the trailers, but said they are World War I vintage and lack toilets, showers and heat. They would be located in public parks or parking lots around town, he added. There are more workable, more practical, options, he said.

I happen to think there are alternatives that are more sensitive to the needs of the homeless population. Up to 80 percent of the benefits would go to taxpayers earning more than $100,000, according to the congressional Joint Committee on Taxation.

President Bushs fight to lower the capital gains tax is now headed for the Senate. Jeffords said that philosophically, he believes capital gains should be taxed as they are now as ordinary income. But he said one benefit of the cut could be to help reduce the federal budget deficit by helping boost the economy through increased investment. I would swallow a capital gains tax if it does raise revenue, he said, adding that a two-year cut may be his only option when it comes time to vote. But he said he would oppose a reduction if the long term results were to compound the budget deficit.
